In the wake of President Donald Trump’s more and more risky threats against NATO allies and the promotion of overtly expansionist insurance policies, European leaders are discussing methods to secure their own nuclear arms to guard against Russia without relying on the U.S.

Speaking to NBC News, a number of senior European officers said talks have been initiated about whether or not to flip toward France and Britain instead of the U.S., or maybe develop their own nuclear weapons. “We are discussing how to protect Europe with a nuclear deterrent with or without the United States,” one official told NBC. Another framed the talks as “intense and productive.”

The transfer comes as Trump has expressed escalating hostility and instability toward Europe, and as Russia‘s Vladimir Putin continues to probe NATO territory. It also follows a related shift away from U.S. reliance by Canada, which in latest days has reportedly turned to China as a probably more reliable and even-keeled companion on the world stage.

Hundreds of world leaders and business homeowners this week gathered in Davos, a Swiss resort city, to talk about urgent global points as half of the annual World Economic Forum. In attendance on Wednesday was Trump, who gave a speech to world leaders amid ongoing threats to take over Greenland, a Danish territory and NATO member.

Trump announced Wednesday that he was canceling his deliberate tariff on U.S. allies in Europe over U.S. control of Greenland after he and the chief of NATO agreed to a “framework of a future deal” on Arctic security. Hours earlier, Trump had insisted that he desires to “get Greenland, including right, title and ownership,” but said he wouldn’t use pressure to do so while deriding European allies and vowing that NATO mustn’t attempt to block U.S. expansionism.

French President Emmanuel Macron is predicted to give a speech in the approaching weeks on France’s nuclear coverage, the officers told NBC. France is the only nation in the European Union with a nuclear bomb, and France and the United Kingdom are the only nuclear-armed NATO members.

France possesses about 290 nuclear warheads, and the U.Ok. has an estimated 225. The U.S. has roughly 3,700 warheads.

“We’ve had this system of extended deterrence and the U.S. promise to allies that if they’re attacked with a nuclear weapon, the United States would respond,” Emma Belcher, an arms control skilled and president of Ploughshares, told NBC. “That has really kept nuclear weapons from spreading for decades. But the challenge right now is that it only works if allies believe that the U.S. commitment is real.”

The European officers said they may pursue a quantity of choices to fortify their nuclear protection array without the help of the U.S. Among them are a plan to improve France’s nuclear arsenal, redeploying its bombers outdoors of France and strengthening NATO’s jap flank, NBC reported.

Some officers have said that the discussions are more of a bargaining tactic than a actuality. Elina Valtonen, Finland’s overseas minister, said that NATO alone is succesful of resolving the issue of nuclear deterrence.

“We are, for the time being, very reliant on the United States. And I would say it is also in the U.S. interest to have that umbrella in place and also to engage strongly within NATO,” Valtonen told NBC. “Of course, we are open to any questions or any ideas, and especially solutions, what comes to nuclear deterrence in the future.”

“I see [the discussions] more as a call for help,” added Heloise Fayet, a research fellow at the French Institute of International Relations, NBC reported. “They’re saying, ‘Hey, help us, or we will do something crazy.’”

The effort by European leaders to shield themselves from the nuclear-armed Russia comes as Trump provided Putin a place on his Board of Peace, apparently a pseudo-alternative to NATO that Trump says will value nations $1 billion to be a part of. Putin thanked Trump for the invitation and said Russia’s Foreign Ministry goes to research the proposal and seek the advice of with “strategic partners,” AP reported.

He also emphasized his country’s special relationship with the Palestinian people and suggested sending $1 billion to the Board of Peace from frozen Russian assets, according to The Associated Press. Trump has explained inviting Russia to the board by saying he wants all nations involved, especially those with powerful leaders.

In an extraordinary speech at the World Economic Forum on Wednesday, the president said he was asking for territory that was “cold and poorly located.” He said the U.S. had successfully saved Europe during World War II and even declared of NATO: “It’s a very small ask compared to what we have given them for many, many decades.”

“We probably won’t get anything unless I decide to use excessive strength and force, where we would be frankly unstoppable. But I won’t do that, OK?” Trump said, later including, “I don’t have to” and “I don’t want to use force.”
