Gates at the Austin County Fairgrounds had initially been set to open at 1:30 p.m. local time.
The downpour pushed that opening back to 3:00 p.m. When circumstances failed to improve, organizers delayed the start again to 5:00 p.m., considerably decreasing the artists’ scheduled stage time. Ashley bluntly declared, “I want a refund.”
