“It could disenfranchise over 20 million American citizens. It would kill online voter registration. It would kill vote by mail. It would kill voter motor registration. What does any of that have to do with election security?” said Senate Minority Leader Chuck Schumer, calling the proposal “a bare attempt to rig our elections.”

But faced with the seemingly impossible task of passing the act through both chambers of Congress, Trump on Tuesday appeared to frame the executive order as a workaround that would achieve some of his goals without the need to involve the legislative branch.
