The territorial future of Donetsk is central to the conclusion of a peace deal between Ukraine and Russia, U.S. Secretary of State Marco Rubio said on Wednesday.
“The one remaining item … is the territorial claim on Donetsk. There is active work going to try to see if both sides’ views on this can be reconciled,” Rubio told a U.S. Senate Foreign Relations Committee assembly.
“It’s still a bridge we haven’t crossed. It’s still a gap, but at least we’ve been able to narrow down the issue set to one central one, and it will probably be a very difficult one.”
Donbas, which includes the coal-rich Donetsk and Luhansk areas in the east of Ukraine, has been the positioning of an armed battle between the Ukrainian army and Russia-backed separatists since 2014. Russian forces control about 80 % of the area, according to open-source maps of the battle.
Annexing Donbas has been Russian President Vladimir Putin‘s maximalist purpose, who in December said Russia will seize the area “one way or another” if Ukraine would not give it up.
It has also been one of the factors in the initial 28-point plan proposed by President Donald Trump‘s workforce, drawing criticism from Ukrainian and European officers and ensuing in an up to date proposal that watered down some of the more pro-Russian facets of the initial plan.
On Thursday, Trump announced that Putin had agreed not to goal the Ukrainian capital Kyiv and other cities for one week.
“I personally asked President Putin not to fire on Kyiv and the cities and towns for a week during this … extraordinary cold,” Trump said during his cabinet meeting in the White House, adding that Putin has “agreed to that.”
There was no immediate confirmation from the Kremlin that Russian President Putin had agreed to such a pause.
On Wednesday, Ukrainian President Volodymyr Zelensky said that Russia was preparing “a new huge strike”, the Ukrainian intelligence indicated, as he reminded world leaders that any assault would discredit the peace course of.
“The United States, Europe, and all our partners have to understand how this discredits diplomatic talks,” Zelensky said.
“Every single Russian strike does.”
Negotiations between Russia, Ukraine, and the U.S. will resume in Abu Dhabi on Sunday, following what officers called a constructive first spherical of talks over the weekend.
