The White House fact sheet, also launched Thursday, states the actions the president is taking:

Today, President Donald J. Trump signed an Executive Order declaring a national emergency and establishing a course of to impose tariffs on items from international locations that promote or in any other case present oil to Cuba, defending U.S. national security and overseas coverage from the Cuban regime’s malign actions and insurance policies.

• The Order imposes a new tariff system that permits the United States to impose further tariffs on imports from any nation that straight or not directly gives oil to Cuba.
