Only 110 miles of water separates Taiwan from its navy superpower neighbor across a slender strait. As China’s Xi Jingping and Donald Trump met this week for a state go to, the first by a U.S. president in 9 years, renewed consideration has been raised on how the U.S. would reply if Beijing launched an invasion.

Because of China’s navy strength and proximity to Taiwan, there are limitations on what the U.S. can do in the situation of an invasion. A plan proposed by Adm. Samuel Paparo, commander of U.S. Indo-Pacific Command, tries to counter the limitations with a “hellscape strategy.”

The proposal calls for launching an overwhelming quantity of aerial and maritime drones against attackers, shopping for Taiwan and the U.S. time to assemble assist and added protection.

Paparo pointed to Ukraine as an instance on how an outmanned and outgunned state can defend itself against a highly effective neighbor. Launching a barrage of drones may buy Taiwan further time but it may also drive up the value to invade the island, presumably making the operation too expensive to observe through with.

Paparo said the Replicator program exhibits that the U.S. is studying classes from the conflict in Ukraine, where Kiev has innovated with drone technology.
