The Telegram channel VChK-OGPU, identified for its intelligence ties, first flagged the issue while the vessel was still in the Mediterranean last month.
On Monday, Russian state media printed a assertion from Russia‘s Black Sea fleet denying that the Novorossiysk had surfaced off France because of a technical emergency. It said that the submarine was finishing up a scheduled transit after finishing duties in the Mediterranean Sea, and had surfaced in line with worldwide navigation guidelines in the English Channel.
Tass, the state news company, said that the vessel was half of a group of submarines that carry Kalibr cruise missiles.
According to VChK-OGPU, “fuel is leaking directly into the hold,” while “there are no spare parts for repairs or qualified specialists on the submarine, and the crew is unable to fix the malfunctions.”
The channel added: “Other problems have begun to occur due to the serious accident. The fuel accumulated in the hold is an explosive hazard.”

Dutch authorities said at the weekend that the submarine was under tow in the North Sea. In a speech in Slovenia, Rutte mocked Russia on Monday over the “limping” condition of one of its submarines.
