ActBlue Took Foreign-Linked Money, Softened Fraud

ActBlue claims it’s secure while handling billions of {dollars} for Democratic campaigns, but inner data show at least 237 donations tied to international IP addresses slipped through in a single 30-day window in late 2024.

Its own legal professionals warned the group might face a prison investigation over how it described those safeguards to Congress.

Internal legal memos reviewed by The New York Times show ActBlue’s 2023 letter to Congress described “multilayered” protections to block international donations, but some of those steps weren’t constantly adopted.

“This presents a substantial risk for ActBlue,” Covington & Burling wrote, warning that discrepancies between inner practices and public statements might draw scrutiny from prosecutors.

The memos don’t state that ActBlue violated federal law, but they warn that investigators might allege violations if improper donations had been allowed while Congress was given a different account of how those safeguards labored.

House investigators discovered inner data exhibiting ActBlue loosened fraud controls during the 2024 election cycle. The platform made its fraud requirements “more lenient” twice in 2024 as suspicious exercise continued, modifications that weren’t minor.

“ActBlue acknowledges that serious gaps in its fraud prevention systems remain,” the House report states, warning that coordinated donations structured below review thresholds might cross through the system.

Records reviewed by investigators also flagged donations tied to international IP addresses, pay as you go playing cards, and incomplete donor data, including 237 transactions recognized in a single 30-day period.

Federal law bars international nationals from contributing to U.S. elections, and ActBlue sits at the middle of Democratic fundraising, processing money for campaigns at every stage.

House committees say the breakdown goes past technical gaps. Lawmakers pointed to resignations, a hollowed-out legal crew, and inner warnings about compliance failures in a letter demanding paperwork and testimony.

“Recent staff resignations and internal turmoil at ActBlue raise serious questions about ActBlue’s ability to fulfill these ongoing legal obligations,” committee leaders wrote.

Senior officers left after the memos circulated, and the remaining workers raised inner issues about compliance and transparency. ActBlue also cut ties with the law firm that issued the warnings while standing by its prior statements to Congress.

Only after those warnings did the platform tighten components of its screening system, including restrictions tied to international indicators.

Congressional investigators are now in search of inner communications, compliance data, and sworn testimony as they study whether or not ActBlue met federal necessities and how those donations had been dealt with.

ActBlue told Congress its safeguards had been working, even as inner paperwork and investigative findings show that they had gaps during the same period.
