But questions stay about Russia’s willingness to negotiate an end to the struggle, given its overseas minister, Sergey Lavrov, performed down the prospect of a direct assembly on Tuesday.

It is also unclear what position America and European nations could have in defending Ukraine through security ensures.

Trump on Tuesday ruled out placing U.S. troops in Ukraine as half of any future peace-keeping mission, but the White House stays open to offering air assist to Kyiv.
