The Trump administration is working to install a permanent fence around Lafayette Square and further fencing outdoors the White House to deal with security considerations.

Members of the Secret Service, the White House, and the Interior Department collectively launched a plan Friday that included the option of an eight-to-nine-foot-tall fence to substitute the system of short-term fences outdoors Lafayette Square, with “phased implementation” beginning as early as next 12 months.

Located across the road from the White House, Lafayette Square is a famed park that attracts 1000’s of vacationers—and protesters—from around the world. An excerpt of the proposal, which was posted to the Commission of Fine Arts’ web site, said that the “objective is to enhance long-term safety, preserve the park’s identity as a significant [National Park Service] landscape, and maintain public access to this nationally symbolic space.”

The commission is set to review the proposal on Thursday. The plan also contains a consideration of new fences constructed at the intersection of Pennsylvania Avenue NW and fifteenth and seventeenth streets NW, outdoors the White House.

Details relating to that facet of the plan, however, weren’t available. Sources told The Washington Post that the White House and Secret Service would also have the option to close those new fences and stop pedestrian access in entrance of the White House if they decide there are security dangers.

The proposal confronted backlash from politicians, historic preservation teams, and activists alike. Eleanor Holmes Norton, D.C.’s congressional nonvoting consultant, said in a assertion Friday that she would introduce laws to bar fencing at Lafayette Square, Pennsylvania Avenue, and other components of the White House grounds.

“More fencing around the president’s Park would send the wrong message to the nation and the world by continuing to transform our democracy from one that is accessible and of the people to one that is exclusive and fearful of its own citizens,” Norton said. One activist told the news outlet that the fencing might have detrimental ramifications for free speech.

“Lafayette Park and Pennsylvania Avenue are critical for First Amendment activity,” said Melissa Byrne, a progressive activist who has helped set up demonstrations outdoors the White House. “These changes remove all real sight and sound access. It also hinders the tourist experience.”

Trump’s actions to improve the security of the White House come after he was virtually killed during the White House Correspondents’ Dinner in April. The attempt marked the third time in less than two years that Trump discovered himself the goal of a failed murderer.
