U.S. service members have been in hazard of not receiving their next paychecks on Wednesday after the federal government shut down on Oct. 1, the start of the federal finances cycle. The U.S. has about 1.3 million active-duty service members. The prospect of troops going without pay has been a focus for lawmakers on Capitol Hill, who have mentioned the shutdown’s unfavourable impression.

Trump did not specify where he was getting the money from, but it can probably be funded by the billions of {dollars} in taxpayer money that have been funneled into the Defense Department under the president’s “big, beautiful bill” in July. The Congressional Budget Office (CBO) said such a transfer was potential.

“The Administration also could decide to use mandatory funding provided in the 2025 reconciliation act or other sources of mandatory funding to continue activities financed by those direct appropriations at various agencies,” the CBO said.

The CBO cited the Department of Defense, the Department of the Treasury, the Department of Homeland Security, and the Office of Management and Budget as among the departments that acquired particular funds under the law.

Some of the Pentagon’s money “could be used to pay active-duty personnel during a shutdown, thus reducing the number of excepted workers who would receive delayed compensation,” the CBO wrote in a letter responding to questions raised by Sen. Joni Ernst (R-Iowa).
