What Swalwell is referring to is a 40 % cut to the National Institutes of Health (NIH) funds. That proposal was detailed in leaked drafts of the official FY2026 funds request, which incorporates consolidating NIH’s 27 institutes and facilities into 8, capping oblique prices on grants at 15%, and redirecting priorities.

But the essential factor to perceive is that it is a proposal opposed by Congress. So Eric is aware of it is unlikely to occur, and yet, he still had to take somebody’s devastating news and in some way make it about politics.
